}Reinstate an eliminated proposal so it can be evaluated again
Reverses an elimination (unarchives the proposal), putting it back into the active set for evaluation and hiring. No email is sent to the supplier. Idempotent, and an optional reason is recorded on the audit trail. Cost scores are recalculated automatically so they account for the reinstated proposal’s price.
